Coordinator targeted retry​

mission plan launch --workstream <id> --retry retries a failed workstream dispatch with fail-closed safety guards. Only dispatches that previously failed can be retried; healthy or in-progress workstreams are rejected. (DEC-MISSION-COORD-RETRY-001, DEC-MISSION-COORD-RETRY-002, DEC-MISSION-COORD-RETRY-003)

Dashboard retry visibility​

GET /api/plans now exposes repo_dispatches with retry metadata so the dashboard can surface retry state and history. (DEC-PLAN-READER-RETRY-VISIBILITY-001)
